The Gambia Type Approval Summary
The Gambia is a telecommunications market currently undergoing rapid digital transformation. This process is supported by the World Bank’s "Digital Transformation for Africa / Western Africa Regional Digital Integration Program (SOP1)."
Through this regional program, the World Bank approved USD 266.5 million in International Development Association (IDA) financing to support digital transformation initiatives across The Gambia, Guinea, Guinea-Bissau, and Mauritania. The initiative aims to expand internet access and integrate the country into a single digital market for West Africa.
With a land area of 11,300 km² and a population of approximately 2.7 million, the nation faces structural and infrastructural challenges typical of developing countries in Sub-Saharan Africa. Nevertheless, it remains a market with significant opportunities for telecommunications manufacturers and suppliers.
To market telecommunications equipment in The Gambia, one must first understand the applicable compliance requirements, known as "PURA Type Approval."
PURA stands for the Public Utilities Regulatory Authority—an independent body mandated to regulate services in the communications, transport, energy, and water sectors.
The authority was established under The Gambia’s Public Utilities Regulatory Authority Act of 2001. Within the scope of type approval, PURA plays a critical role in formulating technical regulatory policies, managing radio spectrum resources, verifying applications, and issuing certificates.
Understanding the requirements and the process for PURA type approval certification is the right step toward entering the Gambian market. By doing so, manufacturers and suppliers can successfully establish a foothold in this rapidly digitizing West African market.
Who Can Be an Applicant?
- Local representative
- Required
Not just any entity can register as an applicant for type approval certification in The Gambia. Foreign manufacturers cannot submit an application directly; they must appoint a local company to serve as their local representative.
Not just any local company; only sellers that are legally registered in the telecommunications market can submit applications in The Gambia. The authorities will not grant type approval to equipment manufacturers unless they are registered as terminal equipment sellers.
Application Method
- In-country testing
- No
Type approval for radio communication equipment in Gambia is conducted by paperwork or document evaluation method. The applicant must show the test reports, which are prepared according to the following international standards:
- FCC: Federal Communications Commission;
- ANSI: American National Standards Institute;
- ETSI: European Telecommunications Standards Institute;
- ITU: International Telecommunication Union;
- IEC: International Electrotechnical Commission;
- ISO: International Organization for Standardization.
Equipment to be certified must undergo testing at an accredited testing laboratory in accordance with the procedures specified in the applicable standards. A test report detailing the test results must then be submitted as evidence of compliance with the relevant technical requirements for certification.
The test report, together with any other documentation required by the authority to assess the conformity of the equipment, must be submitted to the relevant authority via postal mail or email.
Local Testing
In general, PURA does not require local testing. However, the authority may require testing on a case-by-case basis if necessary..
Sample Requirements
Samples of the equipment may be required if local testing is deemed necessary. The number of samples required will depend on the authority's request. The costs of transportation and customs clearance shall be borne by the applicant.
Document Requirements
Here's the application requirements for Gambia Type Approval:
- Completed Application form
- Technical Documentation of the Equipment
- Letter of Authorization (if applicant is an Authorized Agent)
- Electromagnetic Compatibility (EMC) Test Report
- Safety Test Reports
- Radio Frequency (RF) Test Report
- Internal and external photographs of the equipment
- Application Fee
- Declaration of Conformity (DoC), by the manufacturer or supplier of the equipment
Submission process
- Submission
- Online and offline
PPURA type approval applications may be submitted either electronically or through physical document submission. A completed application document shall be submitted:
- To the address: The Gambia Public Utilities Regulatory Authority. 94 Kairaba Avenue. P.O.Box 4230 Bakau. The Gambia. West Africa.
- To the email: pura@pura.gm and Cc: rsr@pura.gm, nic@pura.gm, psm@pura.gm, and snf@pura.gm.
Lead Time of Certification
- Lead time
- 2-4 weeks
The lead time for type approval certification in The Gambia is typically two to four weeks after all required documents have been received. The process is generally completed on schedule provided that the submitted documents are accurate and complete from the outset. Any incomplete or incorrect documentation may result in delays and extend the overall processing time.
If the authority requests local testing, the certification process may take additional time, and the overall lead time may be extended accordingly.
Validity Period
- Validity
- 2 years
The PURA type approval certificate is valid for two years from the date of issue by the authority. Any changes to the name or model of the certified equipment will require a new type approval process. This involves a fresh application with revised supporting documents.
After two years, the applicant is required to write a covering letter requesting type approval renewal. Complete a new application form and attach a copy of the issued certificate to be renewed.
Label Requirements for The Gambia Type Approval
- Product label
- Not required
- Approval mark
- Not required
Currently, there are no label requirements for PURA type approval certification. After the certificate is issued, the product can be immediately distributed or used in Gambia.
